FT8 Spotter

I'm running a simple lightweight setup monitoring received :doc:`../modes/ft8` signals and uploading to PSK Reporter.

The hardware setup is fairly straightforward:

* A Raspberry Pi running :doc:`../software/openwebrx`
* An :doc:`../gear/radios/sdrplay-rsp1a`
* A :doc:`../gear/antennas/pa0rdt-mini-whip`
